Mooresville town commissioners will hold a public hearing on Tuesday and vote on a conditional zoning request for properties along South Main Street that would clear the way for a large mixed-use development.

MV2 Investments, LLC, Vinny Giglio, and Amy Jarett have asked the town board to rezone four parcels from 222-242 South Main Street from Corridor Mixed Use to Town Center with Conditions.

The proposed four-story development will contain 10,000 square feet of commercial space and 75,000 square feet of residential space. The plan includes 82 residential units for a density of 38 units per acre; 101 parking spaces are planned for the rear of the property.

During a presentation to commissioners on Friday, the project’s developers said they had been looking at the site for two years and are excited about the development — which would feature studio, large studio and one-bedroom units marketed toward adults 55 and older.

“There’s so much potential here. We want it to be the cool place to be,” Giglio said of the downtown area.

The site has some contamination, which would be cleaned up by the developers, but the project does not include any attainable housing units. A traffic impact study is not required.

Mooresville town staff and the planning board have recommended approval of the conditional rezoning.

OTHER BUSINESS

In other business, the board on Friday:

♦ Approved added the following new fees to the adopted Golf Fee Schedule: After-School Program $100; Summer Camp $100; and PGA Junior Interclub League $200 per participant. Approval of the new fees will allow the Junior Golf Program to transition from a contract service to an in-house program beginning March 2021. 

♦ Accepted the following streets in the Courtyards at Blume community for maintenance, posting a speed reduction to 25 mph, and releasing both Performance and Maintenance Bonds: Mercyview Lane (701 LF),Valleymist Lane (1,375 LF) and Wellspring Way (808 LF). All work has been performed and inspected in accordance with Town Land Development Standards and is found to be acceptable. 

♦ Awarded a contract for the design of the construction and renovation of the Skate Park to CLH Design P.A. for an amount not to exceed $137,065. This projected was approved and budgeted at a cost of $70,000 in the fiscal year 2021. The remainder of the funds will be transferred from within the recreation budget. These funds are available due to COVID-19 cancellations.

♦ Approved an amendment to transfer funds from the General Fund, Recreation Administration Department, into the Liberty Park Phase II Project Ordinance for the purpose of adding public meeting services to the McAdams contract. 

♦ Approved a request to amend the contract with The John McAdams Company for the design of Liberty Park Phase 2 by $2,300. This will increase the total contract amount from $576,665 to $578,965. This increase is to conduct public input sessions for further grant opportunities to fund the construction of Liberty Park.

♦ Approved a resolution establishing the Town of Mooresville Voluntary Annexation and Utility
Extension Policy. 

♦ Approved a resolution establishing an Extraterritorial Jurisdiction Policy for the Town of Mooresville.
