A juvenile who should not have been driving after dark faces multiple charges in connection with a hit-and-run crash that claimed the life of a Mooresville woman.

The Mooresville Police Department announced the arrest in a news release Wednesday afternoon. The teen’s name and age were not released.

MPD officers responded to the scene of a crash on Rocky River Road between Milroy Lane and Royalton Road.at 12:02 a.m. on Sunday, September 15.

After arriving on scene, officers discovered a female had been struck by a vehicle which left the scene. Shaelyn Ellen Bell, 20, was pronounced deceased at the scene due to injuries sustained during the crash.

A few days later, a juvenile who was represented by counsel came to MPD headquarters. This individual was cooperative with investigators and was interviewed.

As a result of the investigation and subsequent interviews, investigators charged the juvenile with felony hit and run, misdemeanor death by motor vehicle, misdemeanor provisional license violation after 9 p.m., and misdemeanor use of a mobile device by someone less than 18 years of age.

The juvenile was served with the charges at the Iredell County Detention Center in Statesville and subsequently released into the custody of parents.

Two suspects charged with aiding driver after crash

The investigation continued and as a result of the continued investigation, the MPD Traffic Unit obtained warrants charging Elaine Marie Hughes, 56, and Scott William Hughes, 58, with a felony charge of accessory after the fact.

Elaine Hughes was arrested on November 13 and taken to the Rowan County Detention Center, where she received a $10,000 secured bond. Scott Hughes was arrested at the Iredell County Detention Center on November 16. He received a $15,000 secured bond.

The MPD expressed its appreciation to local media outlets and the Rowan County Sheriff’s Office for their assistance in this case.
