The Troutman Town Council approved a request on Monday to use another firm to conduct a Traffic Impact Analysis (TIA) on a previously approved commercial project.

In August, the council approved a Unified Development Ordinance text amendment to exert more control over the TIA process and contracted with Kimley-Horn to conduct all TIAs to ensure consistency and consideration of the total impacts of new development.

However, developer Matt Grant started the TIA process with another firm months prior to this change. If forced to restart the TIA process, progress on his commercial development on South Main adjacent to the new Food Lion center would be delayed up to a year.

After learning Kimley-Horn would still review the other firm’s TIA for the town and that using the other firm will not cause future issues since Kimley-Horn is handling TIAS for all other projects in the pipeline , the council approved Grant’s waiver request 5-0.

OTHER BUSINESS

Town Manager Ron Wyatt thanked Parks and Recreation staff for the addition of flags from all branches of the U.S. Armed Services at Town Hall in recognition of Veteran’s Day. He also thanked staff for the Veteran’s Day video (available at https://www.facebook.com/TroutmanESCPark/videos/2509162635941091) that they created that has received positive community feedback.

Wyatt said planning by the Parks and Recreation and Public Works staffs for the upcoming Christmas Parade on December 7 is continuing. Those interested in participating in the 11 a.m. parade should register soon at https://secure.rec1.com/NC/troutman-nc/catalog

Wyatt reminded participants that they need to maintain a 2 to 4 mph pace to avoid gaps and to dress appropriately for the colder weather participants may experience.

Wyatt also noted that staff began the town decorating process on Tuesday to prepare for the Christmas season and to get ready for the parade and other planned holiday activities.

OTHER AGENDA ITEMS

At Thursday’s regular meeting, the council will:

♦ Consider an annexation and a conditional mixed residential rezoning request for nearly 104 acres between Falls Cove Phase 7 and Apple Hill Road.

♦ Consider an annexation request for 2.445 acres at 149 Pinewood Road for water service.

♦ Consider a rezoning request for 18 acres adjacent to CATS from suburban residential to light industrial.

♦ Consider a text amendment requested by CI 77 Troutman, LLC to allow data centers in the Heavy Industrial Districts and to add a definition for “data center.”

♦ Consider a text amendment to add periodic review of surety bonds for development projects to protect the town from rising construction costs on work on required improvements not completed by developers who opt to post a bond instead.

♦ Consider removal of the 2016 requirement that no one person can serve on the ABC Board for longer than eight continuous years of service since no other town board has such limits.

♦ Consider re-appointment of Layton Getsinger to the Town of Troutman ABC Board for an additional three-year Term.

♦ Consider re-appointments of Hap Williams and Darrell Nantz to the Design Review Board for an additional three-year term and to appoint Karen VanVliet to fill a vacant seat with a one-year term.

♦ Consider approval of the facade for 750 South Main Street, the future site of Animal Hospital on South Main, and for the Quik Trip to be constructed adjacent to Dunkin Donuts/Baskin Robbins.

♦ Consider an annexation request for nearly an acre at 203 Timber Lake Drive for water service on December 12.

♦ Recognize Austin Waugh as the Town of Troutman Employee of the Month for October 2024.

♦ Hear the ABC Store quarterly report by ABC Board Chair Layton Getsinger.
