Mitchell Community College on Wednesday announced the appointment of David Bullins as the vice president for continuing education and workforce development.

In his new position, Bullins will oversee a variety of critical programs that support both individual learners and local businesses, including:
♦ Short-Term Training for Business and Industry: Offering targeted skill-based programs to quickly equip employees with the necessary expertise for their industries.
♦ New and Expanding Business and Industry Training: Providing customized workforce training solutions to help growing companies enhance their employees’ skills and meet operational demands.
♦ Small Business Center: A hub of resources and support for entrepreneurs and small business owners looking for training, guidance, and the tools necessary to succeed.
♦ Occupational Extension: Specialized training designed to help individuals enter or advance in their careers, focusing on critical workforce gaps in the region.
♦ Adult Basic Skills: Essential programs to improve fundamental skills like reading, writing, and math, as well as preparation for high school equivalency tests and workforce literacy.
Bullins brings a wealth of experience to his new role. He holds a Master of Science in Fire & Emergency Management Administration from Oklahoma State University, as well as a Bachelor of Science in Fire & Safety Engineering Technology from the University of Cincinnati. His career in public service spans over two decades, including his role as fire chief for the City of Statesville. His education and training career includes time as department chair for Fire Protection Technology and Emergency Management at Guilford Technical Community College and most recently as the director of Public Safety at Mitchell, which included fire, EMS, and law enforcement training programs.
“I’ve always had an educational aspect to my career in public service,” said Bullins. “This new phase of my career allows me to remain engaged in education. Mitchell Community College offers me a way to contribute to our great community. My new role allows me to focus beyond public safety and support continuing education and workforce programs offered by the College.”
Dr. Tim Brewer, president of Mitchell Community College, praised Bullins’ background in training and programmatic development, noting that his experience in community service and leadership will be key in advancing the division’s mission and positively impacting the local workforce.
Bullins’ leadership is expected to strengthen the college’s community engagement efforts, enhance its training programs, and foster partnerships with local industries, all aimed at improving workforce development in the region.
