A multi-agency investigation spearheaded by the Mooresville Police Department has resulted in felony charges against seven individuals, ranging in age from 25 to 91, on charges they used the intent to attempt solicit minors for sexual activity.
The MPD announced the arrests stemming from Operation Millstone during a news conference on Thursday morning. Law enforcement personnel from 21 different local, state and federal agencies participated in the sting operation.
The following individuals were arrested:
♦ Damon Jefferson, 25, of Salisbury, charged with felony soliciting a child by computer and appearing. He received a $250,000 secured bond.
♦ Judson Creech II, 36, of Mooresville, charged with felony soliciting child by computer and appearing. He received a $30,000 secured bond.
♦ Jorge Armondo Martinez, 37, of Charlotte, charged with felony soliciting child by computer and appearing. He received a $30,000 secured bond.
♦ Ismael Vazquez, 33, of Charlotte, charged with felony soliciting child by computer and appearing. He received a $30,000 secured bond.
♦ James David Courtney, 91, of Lexington, S.C., charged with felony soliciting child by computer. He received a $50,000 secured bond.
♦ Eddie Rigdon, 72, of Leland, charged with felony soliciting child by computer. He received a $2,500 secured bond.
♦ William Dane Tobey, 75, of Salisbury, charged with felony soliciting child by computer and appearing. He received a $30,000 secured bond.
This operation builds on Operation Artemis, a multi-agency effort in May of 2024 that led to the arrests of 15 individuals on similar charges.

State Bureau of Investigation, Brunswick County Sheriff’s Office, Cabarrus County Sheriff’s Office, Catawba County Sheriff’s Office, Charlotte Mecklenburg Police Department, Conover Police Department, Cleveland County Sheriff’s Office, Davidson Police Department, Gaston County Sheriff’s Office, Hickory Police Department, Huntersville Police Department, Lancaster County, S.C., Sheriff’s Office, Lincoln County Sheriff’s Office, Maiden Police Department, Newton Police Department, Scotland County Sheriff’s Office, and Statesville Police Department for their assistance.
